COP , COC, DCE

1. COP (Certificate of  Proficiency):

•Issued to: Ratings and officers after completing STCW mandatory courses (e.g., PST, PSSR, FPFF, EFA).
•Purpose: Certifies the seafarer’s proficiency in safety and survival skills.
•Issued by: DG Shipping, after course completion and data upload by approved training institutes.
•Validity: 5 years, renewable by refresher courses.
 

2. COC (Certificate of Competency):

•Issued to: Deck and Engine Officers.
•Purpose: Authorizes a seafarer to serve in a specific rank (e.g., Second Mate, Chief Engineer).
•Eligibility: Requires qualifying DGS exams, sea-time, and relevant training courses.
•Issued by: Directorate General of Shipping after passing competency exams.
 
 

3. DCE (Dangerous Cargo Endorsement):

•Issued to: Officers working on Oil, Chemical, or Gas tankers.
•Purpose: Endorses the seafarer’s qualification to handle dangerous cargoes safely.
•Eligibility: Requires specific Tanker Familiarization and Advanced Tanker courses, plus relevant sea service.
•Issued by: DG Shipping, through e-Governance portal after meeting course and service requirements.
